The consequences were deterioration of the order of the Old World and appearance of the new international order which was to predominate over newly born nation-states. Recognizing in advance this historical transformation of the international order, Yukichi Fukuzawa proposed that Japan must have its own new domestic order compatible with the impeding international order, so that Japan could be independent in the world. This article attempts to observe how Fukuzawa, in the early 1870s, comprehended the past of the western society and predicted its future towards the fin de siécle especially from his point of view over the historical transformation of the international order.
