Although small number of the disaster victims began to return to the hometown by partial release of the evacuation directive area, we cannot tell when many residents can return. Even after decontamination, the dose of radiation of the stricken area did not fall as expected, and so the victims are worrying about the influence on health. Securing of infrastructure maintenance and employment is not enough, too. Therefore, the inhabitants who think “I will not return any longer” are increasing in number. The plan of the government with emphasis on “carrying out decontamination and returning the residents to the hometown” had unreasonableness. A long-term refuge life is extremely severe for the victims, and compensation of the accident to them is not enough.
