The participants of the study are 1,127 students of A university in Saitama, and B university in Chiba. The students were asked which strategies they thought effective to raise and maintain their motivation using the Likert scale. The factor analysis and chi-square test were employed to process the data. The date shows that the higher their English communication level, the higher their motivation to study and teach English. Five factors were found in the students’ results; classroom environment, encouragement and praise for the efforts that students made, learning effective ways to study English, rules in the classroom which students made by themselves and the good relationship with the teachers. As for the teachers’, there were four factors in the results, which are classroom environment (including relationship with the teachers), positive studying experiences, and classroom rules.
