The participants of the study are 435 students of S university in Saitama, and 34 teachers. The students were asked which strategies they thought effective to raise and maintain their motivation using the Likert scale. The teachers were also asked to answer, which strategies they think important, and they are using or they are planning to use in the future. The factor analysis and t-test were employed to process the data. Five factors were found in the students’ result; classroom environment, encouragement and praise for the efforts that students made, learning effective ways to study English, rules in the classroom which students made by themselves and the good relationship with the teachers. As for the teachers’, there were four factors in the results, which are classroom environment (including relationship with the teachers), positive studying experiences, and classroom rules.
