This study seeks to clarify the actual conditions of the social welfare field, the concepts that have been proposed regarding the framework of social welfare facility practice, and the roles, functions, and expertise of social workers. We first review the historical changes in social work practices in social welfare facilities, and then verify their effects on the practice of professionals engaged in social work practice in social welfare facilities in Japan.
