The results show that the following four points for improvement are required: “Improvements in the placement standards for nursery school teachers,” “Review of improvement costs for private facilities, such as salaries,” “Guarantee of non-contact time,” and “Improvement of the ‘open 11 hours problem.’” In the interviews, the need for “Securing a place for non-contact time” and “Ensuring the stability of funding for salary increases” was identified. We found that there may be a regularity to the way increased non-contact time and labor costs are utilized. The differences in utilization methods was whether or not there was a surplus of nursery school teachers in relation to their placement standards.
